3. Restore the device to the latest iOS version using iTunes.
4. For iOS 12, activation must be done via iTunes or a WiFi connection. Third-party tools like iTools will not work.
5. If the device still can't be activated after these steps, provide a clear screenshot of the serial number behind the iCloud lock screen for verification.
